At Menard Canada, every ground improvement project begins with people: the engineers, project managers, and crews who transform challenging soils into reliable foundations. In our latest feature, we follow Justin Theoret, Project Manager with our Ottawa team, as he leads ground improvement works for the Napanee Water Pollution Control Plant, a critical municipal infrastructure project.

Part 1: What Project Management Looks Like in the Field

Managing a ground improvement project is never routine. From early-morning design validations to continuous quality checks and safety inspections, Justin’s day is a balance of technical precision, operational efficiency, and team coordination. Every decision impacts the success of a facility that will serve thousands of residents for decades.

“It varies depending on what we are doing on a typical day of production. Like this, it is just overseeing the QA/QC of the project, making sure everything is going as planned, that we are progressing as we go, and just making sure that the quality of the construction we are doing is as per the specifications.”

Part 2: Engineering Innovation: Controlled Modulus Columns (CMC)

For this project, Menard Canada deployed Controlled Modulus Columns (CMC), a ground improvement technique designed for variable soil conditions where precision and adaptability are essential. CMCs minimize spoil, reduce environmental impact, and provide cost-effective stability for large municipal structures.
